Chemical complex (January-April 2009)
By results of chemical enterprises’ work in January-April 2009, index of branch commodity production in comparison with corresponding period of previous year was 63.6% (according to the State Statistics Committee data).

In comparison with January-April 2008, output volumes of pesticides and other agricultural chemicals grew by 144.5%, but there was also seen the decline in production of: sulphuric acid – by 44.2%; synthetic ammonia – by 55.6%; plastics in primary forms – by 51%; and chemical fibres – by 29.4%.
Price index of industrial producers in chemical and petrochemical industry in April 2009 comparing to December 2008 was 114.8%, including chemical production – 120.1% and rubber and plastic wares production – 101.0 %.
In March the industry showed the best activity results among basic types of industrial activity: till February 2009 the increase of production was 20.6%. But in April 2009 basic industrial activities showed decline - 1.4% till March 2009 (foremost it is related to partial capacities’ load of domestic producers of mineral fertilizers, rise in prices for imported raw materials (phosphorites, sulphur and chlorous potassium, natural gas), to price cuts in the world market, as well as to narrowed market of domestic fertilizers of nitrogen-phosphorus group).
In April 2009, average price for mineral fertilizers of Ukrainian producers was (excluding VAT): nitroammophoska (16:16:16) – UAH/t 2,791.6, which is by 2.9% less comparing to December 2008; ammoniac saltpetre –UAH/t 1,791.6 (+53.5%); and urea– UAH/t 2,250 (+38,4%).
Comparison to March 2009 shows that in April 2009 price for nitroammophoska dropped by 5.5% (UAH/without VAT 2,791.6 comparing to UAH/without VAT 2,957) and for urea - by 3.5% (UAH/without VAT 2,250 comparing to UAH/without VAT). 2,333.3. Price for ammoniac saltpetre remained unchanged –UAH/without VAT 1791.6.
Wholesale prices for mineral fertilizers were also formed under influence of demand from agricultural producers, which are limited by their purchasing power, as well as under effect of falling prices in foreign markets and supply formed at internal market taking into account cheaper imported products.
For reference: thus in March 2009 price for ammoniac saltpetre imported to Ukraine was USD 180, which was by 29.4% less than domestic market price of USD 233 (UAH/without VAT 1,791.6) (according to Derzhzovnishinform data)
It is also necessary to mark that because of unfavourable situation in mineral fertilizers market, main producers of mineral fertilizers showed results the first quarter 2009 with losses in amount of UAH 843 mn, whereas sales profitability varied from -2.39% to -40%.
For reference: price for mineral fertilizers in the world market in April 2009 decreased comparing to March 2009 price (FOB Black Sea port USD/t), namely: urea price was 250 that is by 3.8% less than in March, 2009; ammoniac saltpetre - 160 (11.1% lower than in the previous month).
For reference: Prices for mineral fertilizers (April 2009) imported to Ukraine (DAF Ukrainian frontiers USD/t) were: nitroammophoska (16:16:16) – 275 (+12.6% as compared to price in December 2008); ammoniac saltpetre, sack – 145 (+ 3.5%).

Export
Volumes of Ukrainian potassium fertilizers supplied to foreign market went up in January-March 2009, and according to the State Statistics Committee data amounted to 8.2 ths. tons comparing to 4.3 ths. tons during three months of previous year (90%).
Export decreased by the following positions:

Urea-ammoniamixtures (hereinafter– UAM) – 18.1 ths. tonscomparing to 89.5 ths. tons (-79,7%);

Nitric fertilizers – 894,6 ths. tonscomparing to 1,158.1 ths. tons(-22.7%);

Urea – 629.9 ths. tonscomparing to 702.2 ths. tons (-10.2%);

Ammoniac saltpetre – 93.6 ths. tonscomparing to 158.4 ths. tons(-40.9%); and
-
Nitroammophoska – 25.3 ths. tonscomparing to 29.5 ths. tons(-55.7%).
Import
In January-March 2009, the volumes decreasedas follows:
Nitric fertilizers supply to Ukraine according to the State Statistics Committee data was 57.2 ths. tonscomparing to 176.8 ths.tonsduring three months of the previous year which makes (-67.6%):

Ammoniac saltpetre – 55.2 ths. tonscomparing to 168.0 ths. tons(-67.1%);

Potassium fertilizers – 0.7 ths. tonscomparing to 52.3 ths. tons(-98.6%); and
-
Nitroammophoska– 74.7 ths. tonscomparing to 114.3ths. tons (-34.6%).
Urea import grew to 1.9 ths. tonscomparing to 1.0 ths. tons (90%).
During the first 4 months of 2009, output of most of construction items was reduced by producers of other non-metal mineral goods.

At enterprises producing other non-metal mineral goods, index of industrial production in January–April 2009 was 49.5%
The output decreased in the following positions:

plates and ceramic tile (98.1%);
-
ceramic non-fireproof building brick (36.9%);
-
cement (45.5%);
-
gorovi sheets;
-
slate and analogical wares of transite (46.0%);
-
blocks and brick from cement, artificial stone or concrete for building (30.4%).
Reduction of production rates of other non-metal mineral goods is foremost related to smaller consturction volumes and to substantial remains of prepared items in warehouses.
In January–April 2009, the country’s enterprises performed construction works in the amount of UAH 6,284.3 mn, that is by 56.7% less comparing to the respective period of the previous year.
Reduction of building volumes in January–April 2009 versus similar period of the last year took place in all basic types of building activity, most – in structure building (-57.5%) and in building completion (-71.9%).
Stimulation of production development and consumption of domestic-made building materials should be carried out within the framework of measures directed at overcoming crisis effect in building industry.
